Hovercraft are not as simlpe as they look on TV or in magizeen articles. A Hover craft hovers because a constant pressure of air is aplied to all areas of the skirt, filling it up like a tire tube. But you should already know this. The problem is getting the air to the outer area you want to pressurize. If you just blow air down in the middle of the craft it woun't fill the skirt equally. You have to remeber that the hovercrafts weight is unbalanced because of the fan used to push it forward. You need to creat a series of wind tunnles so that the air will fill the skirt equally, you could also use a series of smaller fans. The L.C.A.T. uses smaller fans in a series to distribute air equally, This is a tad bit more effitiant.
